The shear strength used in the stability <br /> analysis was measured in the laboratory with a remolded sample and compared to back-calculations of shear <br /> strength from headwall failures in the mine but neither approach accounts for site-specific variations in <br /> stratigraphy that can result in zones of shale and clay with very low strength. While the geologic conditions <br /> differ significantly at the Climax site from Dowd's Junction, the strength parameters used in the analysis of <br /> cross-sections shown at the Climax site should not be used out of context or for other cross-sections that <br /> do not have the same underlying geologic conditions,those being favorable geologic orientation and/or <br /> potential failures through multiple beds. <br /> In general,we concur with the analysis,methods and underlying assumptions used to establish long- <br /> term stability conditions at the Climax Mine Overburden Storage Facility. <br /> Thank you for the opportunity to comment on the slope stability analysis for this project.
