MAY 30,2017
TECHNICAL REVISION NO. 3 TO SPEER MINING RESOURCE M-1983-176
EX. C-2 MINE PLAN MAP, EX:F RECLAMATION PLAN MAP&
EX. E -RECLAMATION PLAN
Exhibit C-2 Mine Plan Map
The Exhibit C-2 Notes/Legend for Inert Fill has been revised to reflect the actual
approved backfill sequence and current backfilling process for inert filling and final
reclamation top soiling. All sand and gravel has been mined from this site, so there is no
need for additional information on a new mine plan map.
Exhibit E—Reclamation Plan
Reclamation of the mined land of the permit area will remain that of inert filling of the
site with inert fill described for the purposes of this TR-3 as "solid waste" fill completed
with overburden and topsoil to a minimum depth of 18 inches. The sequence of inert
backfilling is described as follows and is noted by a typical cross-section through the
inert fill of this site and in a Notes/Legend for Inert Fill shown on both the mine and
reclamation plan maps (Ex. C-2 and Ex.-F):
Inert fill/solid waste consisting of hardened concrete and other inert solids as defined by
the DRMS Mineral Rules and Regulations Rule No. 1.1(20) can be placed below the
water table in the lake that exists on the site to an elevation of 1 ft. above the seasonal
high natural groundwater elevation of 5009 ft. Above this elevation (5010 ft.), asphalt
fragments can be added to the inert fill/solid waste until 1.5 ft. below the original natural
elevation of the site (from 5020 ft. in the southern area to 5015 ft. in the northern area)
where overburden backfill and top soil will be placed for the final completion of backfill
on the site.
A small 7-surface acre clay-lined water-storage reservoir will remain on the site to
provide for post-reclamation water needs for irrigation and other potential uses. Both the
areas of inert filling and the slopes of the small water-storage reservoir will be seeded
with a native grass seed mix and the backfilled area will be returned to an agricultural
use. All other aspects of the reclamation plan remain the same as originally submitted
with Amendment No. 4 approved in January 2010.
Exhibit F-Reclamation Plan Map
The Exhibit F Notes/Legend for Inert Fill has been revised to reflect the actual approved
backfill sequence and current backfilling process for inert filling and final reclamation
and is also shown by a typical cross-section through the inert fill of this site. All areas
will be revegetated with a native grass seed mix as previously approved in Amendment
No. 4 in January 2010.
