The technical Revision Application calls for the drilling of up to four (4) <br />wells from an existing drill site (TC -03-01) for the purpose of equalizing pressure to <br />enhance coal bed methane recovery. <br />This comment focuses on the fact that the application submitted by J. E. Stover & <br />Associates, Inc, on behalf of Bowie Resources, LLC (BRL) is vague, and does not contain <br />enough information to adequately inform the public. The application specifically calls <br />for, "drill[ing] up to four holes from the drill site TC -03-01. The holes are being drilled <br />to remove one seal in the 1 west mains to enable pressure equalization across the set of <br />seals. The pressure equalization will enhance coal bed methane recovery." <br />The cover letter attached to the application makes reference to an agreement between <br />BRL and Oxbow Mining, LLC (Oxbow) to extract coal bed methane from existing mine <br />workings. <br />Between the language of the cover letter, and the language in the application, it is <br />impossible to discern the type of methane recovery being undertaken. CHC does not <br />have an official position on coalmine methane capture. However, drilling new wells for <br />coal bed methane extraction, which would require an oil and gas lease, is something <br />CHC and its membership take very seriously.
