(residences, places of business or similar) or to parks, wildernesses or other similar areas <br /> (minimizes PM emissions transported to human occupied locations and visibility impacts to <br /> parks/wildernesses; also could minimize potential ozone formation in the ozone NAA). <br /> 5.3.1. Affected Environment <br /> Significant quantities of wastes, hazardous or solid, are not expected to be generated or stored as <br /> a result of the Proposed Action or No Action Alternative. Some potentially hazardous materials <br /> would be used by operations of mining equipment and equipment maintenance. In addition, solid <br /> waste could be generated during periods of production. <br /> According to 29 CFR 1910.1200(g), the operator is to maintain a file containing Material Safety <br /> Sheets (MSDS) for all chemicals, compounds, and/or substances which are utilized during the <br /> course of work operations. This file is to be available at all times employees are present at the <br /> site. Hazardous materials that may be present at the site include fuels and lubricants for <br /> machinery which may be flammable or combustible. Human solid wastes could be generated <br /> during the production phases of the project. <br /> 5.3.2. Environmental Consequences — Proposed Action <br /> There would be no direct, indirect, or cumulative impacts from the Proposed Action. However, <br /> this is dependent upon responsible use of chemicals and immediate containment and adequate <br /> cleanup in the event of a release. Consequences would be dependent on the volume and nature of <br /> the material released. In most situations involving hazardous materials, there are ways to <br /> remediate the area that has been contaminated. <br /> 5.3.3. Environmental Consequences— No Action Alternative <br /> In the No Action Alternative, if the permit were denied, there would be no hazardous materials <br /> used and no potential for release. <br /> 5.3.4. Mitigation Measures <br /> The operator shall take care to ensure that no oil or fuel is discharged onto the pit floor during <br /> fueling or normal equipment operations. Any spills or discharges shall be immediately reported <br /> to the BLM, followed by prompt cleanup and remediation. <br /> 5.4.1. Affected Environment <br /> The Proposed Action occurs within three ecological sites. A valley bench, claypan and dry <br /> mountain loam. Potential vegetation includes Bluebunch wheatgrass (Pseudorogeneria spicata), <br /> sheep fescue (Festuca ovina),Needle-and-Thread (Hesperostipa comata), Prairie Junegrass <br /> (Koeleria macrantha), squirreltail (Elymus elymoides), mutton grass (Poa fendleriana), <br /> DOI-BLM-CO-N020-2017-0003 24 <br />
