PERMIT#: M-2017-007 <br /> INSPECTOR'S INITIALS: ECS <br /> INSPECTION DATE: May 16,2017 <br /> OBSERVATIONS <br /> This was a pre-operation inspection conducted by Eric Scott for the Division of Reclamation Mining and Safety <br /> (DRMS). DRMS met with permittee representative Rockford "Rocky" Ryan at the site entrance at <br /> approximately 10:00. The site is now planned to be accessed from a private road that enters from the <br /> northeast corner of the proposed permit. The majority of the proposed permit area is currently rangeland, <br /> although a home and a former schoolhouse are located near the north-central part of the permit area (see <br /> attached photos). The following issue(s) were noted during this inspection and will need to be resolved prior <br /> to the approval date of the permit. <br /> 1) Permit Boundary markers were not present. Several modifications from the permit boundary shown <br /> on the application maps were discussed during the inspection including shifting of the northern permit <br /> boundary southward to an approximate 25 foot offset south from the existing overhead power poles. <br /> The permit boundary will need to be finalized, properly surveyed and marked in the field, and all <br /> submitted maps will need to be updated appropriately. <br /> Care will need to be taken when marking the permit boundary as the property lines/permit boundary do not <br /> correlate with the existing fencing on the south and east sides of the proposed permit area. <br /> The permittee also provided DRMS with a copy of the signed access agreement with the property owner to <br /> the east of the permit area allowing the proposed access point in the northeast corner of the proposed <br /> permit. This new access route was obtained by the permittee to try to resolve a formal objection to the <br /> permit application regarding the initial proposed access point which was located in the southwest corner of <br /> the proposed permit. <br /> Even though a new access point has been secured, the application is still subject to the approval process for a <br /> 112c application with objections - unless the objection regarding the previous proposed access point is <br /> withdrawn. Permit approval cannot be issued at the DRMS staff level and will require a hearing by the Mined <br /> Land Reclamation board.
