Mike Peacock of Mountain Coal Company (MCC) accompanied the inspection. The weather was clear <br />and dry, although the site had received 4-5 hours of heavy rain the day before. The mine was active. <br /> <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> Records were available in Kathy Welt’s office. Details are given at the end of this report. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The following ponds were inspected and found to be in good order: RPE, SG-1, MB-3, MB-5E, NSSA. <br />None of the ponds were discharging. Water was being pumped to MCC’s adjudicated underground storage area <br />from the RPE pond. Dust control trucks had pumped water from SG-1. <br />The surface maintenance crew had continued to maintain ditches and culverts around the site. At the time <br />of the inspection straw bale sediment traps were being replaced, and a grader was being used to clean the roadside <br />ditch on the haul road to the RPEE. <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br /> At the time of the inspection the longwall was in panel E6, at around cross cut 12. The continuous miners <br />were working on the Sunset Mains, between cross cuts 23 and 24. <br />The following permitting actions are in progress: <br /> TR-140 was found complete on October 17, 2016. The decision due date has been extended to <br />May 26, 2017 <br /> TR-141 was found complete on May 12, 2017. The decision due date is July 11, 2017.
