Enclosed please find a copy of the permit certification,which was issued under the Colorado Water Quality Control Act.
Please read the enclosed permit and certification.
The Water Quality Control Division (the Division)has reviewed the application submitted for the GCC Rio Grande Pueblo facility
to change the description of stormwater discharged through outfall 002A.Changes have been made.
Discharge Specific Information
The discharge is to an unnamed arroyo tributary to the St Charles River,within Segment 06 of the Middle Arkansas River Sub-
basin,Arkansas River Basin,found in the Classifications and Numeric Standards for the Arkansas River Basin (Regulation No.32)
(COARMA06). Segment 06 is Use Protected,and is classified for the following beneficial uses:Aquatic Life,Class 2 Warm;
Recreation Class E;Water Supply;and Agriculture.
o Chemicals:The permittee did not specify any chemicals for use in waters that may be discharged. On this basis,no
chemicals are approved under this permit. Prior to use of any applicable chemical,the permittee must submit a
request for approval which includes the most current Material Safety Data Sheet(MSDS)for that chemical. Until
approved, use of a chemical in waters that may be discharged could result in discharge of pollutants not
authorized under the permit.
Basis for Site Specific Parameters
• Segment 06 of the Middle Arkansas Sub-basin, is on the 303(d) list as impaired for selenium. Since selenium has the
potential to be in the dewatering discharge, reporting for selenium is required. If a TMDL is completed this certification may
be updated to include any waste load allocation.
General Information:
• Permit Action Fees:The Annual Fee for this certification is$270 [Category 7,Subcategory 1a Sand&Gravel with process
discharge and storm water per CRS 25-8-502] and is invoiced every July. Do Not Pay This Now.The initial invoice will be

•Changes to the Certification—Any changes that need to be made to the certification page—changes in outfalls, monitoring
requirements, etc., must be submitted using the "Permit and Certification Modification form" available on our website:

•Discharge Monitoring Report(DMR) forms will be mailed out within the next month. Reports must be submitted quarterly
as long as the certification is in effect.The permittee shall provide the Division with any additional monitoring data on the
permitted discharge collected for entities other than the Division. This will be supplied to the Division within 48 hours of
the receipt of the data by the permittee. If forms have not been received, please contact the Division at 303-692-3517.
