Following is a discussion of each item under Stipulation No. 22 with reference to the <br />revised permit document pages and new appendices which are attached to this letter. Also <br />included as part of this submittal is design information for ponds to be built within the PR -7 <br />expansion area. We are submitting this package as Permit Revision No. 8 (PR -8). <br />The information discussed below and included as replacement pages for the permit document was <br />discussed with the Colorado Division of Reclamation, Mining and Safety (CDRMS) verbally and <br />through past submittals in response to adequacy questions on the PR -7 application. A meeting <br />was held in April 2014 with Sandy Brown, Jared Ebert and various resource specialists to discuss <br />and reach agreement on the data needed and methodologies for data collection for the PR -7 Mine <br />Expansion Area. The data collection efforts described in the following discussions followed the <br />agreements reached during the April 2014 meeting. Subsequent submittals made in response to <br />CDRMS adequacy reviews also provided additional information for resource areas such as for <br />geology, land use and surface water. Data adequacy letters from Trapper Mining Inc. (TMI) dated <br />January 27, 2014, July 7, 2014, and November 4, 2014 and associated CDRMS responses include <br />resolution of a number of identified deficiencies. The remaining items were included as <br />Stipulation 22 to the PR -7 approval document. <br />Stipulation 22 reads: <br />Prior to disturbance within the 795.72 -acre PR7 permit expansion area, the permittee must <br />submit and receive approval of an application for a permit revision that contains the following <br />required information for this area: <br />a) A narrative of land capability and productivity before any mining in accordance with Rule <br />2.04.3(2)(b). <br />The land within the PR -7 expansion area and surrounding areas is undeveloped and unmanaged <br />land and is used primarily for rangeland and wildlife habitat. The land is privately owned and <br />there are no public lands or parks within or adjacent to the PR -7 Mine Expansion Area. There are <br />no lands within or adjacent to the PR -7 Mine Expansion Area associated with the National Parks <br />System, the National Wildlife Refuge System, the National System of Trails, the National <br />Wilderness Preservation System, the Wild and Scenic Rivers System, National Recreation Areas <br />and National Forests. <br />P.O.
