If the <br />latter option is chosen the applicant must address the next adequacy review <br />item. <br />Response: <br />We will not leave any highwalls. All reclaimed slopes will be reclaimed to <br />3H:1 V or less. The post mining land use will be rangeland only. We have <br />added a note to the Reclamation Plan Map that all final reclaimed slopes will <br />be 3H:1V, or less. In addition, pages 33, 34 and 37 have been revised to <br />clarify the final reclaimed slopes will be reclaimed to rangeland and no <br />highwalls will be left. In addition we have reviewed the application for other <br />references to wildlife habitat and highwalls, and have not found any other <br />pages which should be revised. <br />New pages 33, 34 and 37 are attached to this document. <br />4. Rule 3.1.5(3) states that if not eliminated, highwalls will be stabilized. If hallwalls <br />will remain on site, the Division will require that a Geotechnical Stability Exhibit be <br />submitted to demonstrate that the highwalls will be stable. The applicant PM either <br />revise the reclamation plan text to indicate that all mine slopes will be graded andlor <br />baclilled to a 3:1 horizontal to vertical ratio or provide an appropriate <br />Geotechnical Stability Exhibit per Rule 6.5(2). <br />Response: <br />As stated above, we have modified the Reclamation Plan Map and the application <br />narrative to remove the reference to leaving highwalls and that all reclaimed slopes <br />will be 311:1 V or less. <br />5. In section 3.1.9, the operator provides a brief description of how the growth media <br />will remain in place for the mine areas that fall within the Sa soils unit. Portions of the <br />Phase 1, 2, 3, 4 and 6 mining areas fall within the CbC (Colby Loam) and ShD <br />(Stoneham loam) series that have soil horizons that are appropriate to salvage. No <br />description of the depth oftopsoil to be salvaged is provided for these areas. Please <br />describe the depth ofpsoil to be removed and salvaged for reclamation for the <br />mining areas that fall within the CbC and ShD soil unit. <br />Response: <br />Page 37, section 3.1.9, (1) has been changed to read as follows: <br />"Soils unit CbC is a loam/silt soil up to 24" deep. Soil unit ShD is a loam soil up to 9" <br />deep. Section 3.1.9(3) describes the amount of topsoil to be salvaged. If topsoil <br />stockpiles will not be disturbed for at least two years, they will be seeded with the <br />approved topsoil pile seed mix, rye grass." <br />A new page 37 is attached to this document. <br />RPM, Inc., 22151 E.
