I. INTRODUCTION <br /> A. Background <br /> The Colorado Noxious Weed Act,Colorado Revised Statute 35-5.5(Attachment 1),requires that all local <br /> governments shall adopt a noxious weed management plan for all lands within the territorial limits of <br /> the municipality(35-5.5-106).Adopted plans should be developed by an appointed advisory committee <br /> and should "consider the elements of integrated management[...),as well as all appropriate and <br /> available control and management methods,seeking those methods which are least environmentally <br /> damaging and which are practical and economically feasible" (35-5.5-102(1)). Section 35-5.5-104 states, <br /> "It is the duty of all persons to use integrated methods to manage noxious weeds if the same are likely <br /> to be materially damaging to the land of neighboring landowners." <br /> Additionally,the Rules Pertaining to the Administration and.Enforcement of the Colorado Noxious Weed <br /> Act,8 CCR 1206-29 (Attachment 2)specifies specific weeds that shall be managed,as well as, <br /> management goals,timeframes and appropriate integrated management methods which would be <br /> acceptable for each species. <br /> B. Plan Objectives <br /> The three primary objective of this plan are to: <br /> 1. meet the requirements of the Colorado Noxious Weed Act and the Rules Pertaining to the <br /> Administration and Enforcement of the Colorado Noxious Weed Act <br /> 2. consolidate relevant information and inform landowners and land managers of the state <br /> weed management goals and rules which apply,specifically in Moffat County <br /> 3. define the roles and responsibilities of stakeholders within Moffat County jurisdiction <br /> C. Scope of Plan <br /> The scope and intent of this plan is to communicate noxious weed treatment and prevention <br /> requirements to all landowners and managers within Moffat County jurisdictions. Programmatic <br /> strategies of local governments and landowner groups will not be detailed in this plan.As referenced <br /> throughout the document,applicable processes and services supported by Moffat County can be found <br /> in the Moffat County Weed and Pest Program Overview document(Attachment 3),which will be <br /> updated annually or as programmatic shifts occur. <br /> D. Jurisdiction <br /> This plan applies to all lands within Moffat County jurisdiction,and does not include properties within <br /> city or town jurisdictions. Properties within city or town limits should refer to noxious weed <br /> management plans established by the appropriate city or town. <br /> -2- <br />
