The ridgeline road was accessible traveling north from
the facilities area although snow covered roads in portions and was inaccessible traveling south due to a locked
gate in which Miranda Blomquist, representing the operator, did not have a combination. This locked gate should
be accessible to the operator in order to access this portion of the site.

Roadside ditches and culverts were in stable condition during the inspection.

SLIDES and DAMAGE - Rule 4.12:

The south of Pond 006 slump showed evidence of additional movement towards the pond. The main surface crack
has expanded since the March 2017 inspection. Surface cracks above and around the slump were observed with no
evidence that the cracks are from recent spring runoff and snowmelt.

- The Division understands that NWCC, an engineering consulting firm, evaluated the slump and provided
Seneca Property, LLC with a report outlines possible remedy actions. The Division has not received a copy
of this report or any revision regarding mitigation of the slump. Please submit to the Division the report in
which the slump is the subject. In addition, a discussion and possible revision to the Division will need to be
presented discussing possible remediation of the slump.
