Miranda Blomquist of Seneca Property, LLC accompanied the inspection. The weather was clear and the <br />site was dry with areas of wet and snow covered ground. The site is a surface mine currently in reclamation. No <br />activities were being conducted on the site at the time of the inspection. A proposed decision has been issued for <br />RN-6 and currently in public comment period. <br />FISH and WILDLIFE – Rule 4.18: <br /> <br />The post mining land use for this site is rangeland and wildlife habitat. Elk were observed throughout the site at <br />the time of the inspection. Sandhill cranes and water fowl were observed in and around the ponds. A lone beaver <br />was identified in Pond 006. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage – Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> <br />Pond 006 was stable, holding water, and discharging at the time of the inspection. Embankments were well <br />vegetated with no problems noted. A slump on the south side of the pond remains up and away from the pond at <br />the time of this inspection; however, this slump continues to grow with slumped material approaching the edge of <br />the pond and the embankment. Please see the Slides and Other Damage topic in this report for more information. <br /> <br />Pond 015 embankments were stable and well vegetated. The pond was discharging at the time of the inspection. <br />No problems were noted with the primary or emergency spillways, with the exception of the following: <br /> <br />- The primary riser pipe has been damaged during the winter. The pipe has rusted through the pipe to <br />allow water to enter the pipe approximately 2 feet below the top of the riser. A small amount of initial <br />erosion has begun around the pipe and into the embankment. In order to ensure compliance and prevent <br />damage to the embankment, this riser pipe will require repair.
