Bill Bear <br />Page 2 of 3 <br />4/18/2017 <br />The report is in compliance with Rule 4.09.1(11), Rule 4.10.2(2) and the approved Permit <br />Application. The inspection of the coal waste banks was conducted be J.E. Stover and <br />Associates on March 3, 2017. Noted in the I` quarter report, there has been erosion on the face <br />of Gob Pile #2. The erosion has occurred in the un -compacted subsoil that was placed on top of <br />the pile in 2016. The report states that the erosion does not appear to affect the structural <br />integrity of the gob pile. The pile will be repaired when dry conditions exist. Until then, this <br />portion of the gob pile will be monitored to keep track of any movement. The report states that <br />there were no signs of instability, structural weakness or hazardous conditions at the piles. The <br />observations made by J.E. Stover and Associates reflect the observations made by the Division <br />during on-site inspections. A total of 54,031 tons of waste coal was placed on Gob Pile #2 and <br />Gob Pile #3 during the 1St quarter. It is estimated that 50% was distributed to the #2 pile and <br />50% was distributed to the #3 pile. During the l St quarter no compaction tests were performed <br />on the gob piles. There are three inclinometers installed in the lowermost bench of Gob Pile #2. <br />Measurements of these inclinometers are taken quarterly. The 1St quarter results indicate that no <br />significant movement occurred. There are 5 vibrating wire piezometers (VWP) installed at Gob <br />Pile #2 and 5 installed at Gob Pile #3. VWP-06's pore pressure has stabilized since the l" <br />quarter of 2016. VWP-08 continues to exhibit pore pressure changes that reflect coal mine waste <br />placement activity. <br />A letter sent to Bowie Resources, LLC (BRL) on April 10, 2014 from the Division directed BRL <br />to increase the monitoring frequency from quarterly to monthly. In a letter dated April 11, 2014, <br />BRL committed to increasing the monitoring frequency. Monthly monitoring was conducted <br />through October of 2014 and an additional quarterly reading was taken on January 6, 2015. On <br />February 10, 2015 the Division approved BRL to monitor once per quarter through the 1" quarter <br />of 2016. The Division will continue to review the quarterly data and determine if BRL should <br />return to monthly monitoring of VWP-06 and VWP-08. <br />This concludes the Division's review of the 1St Quarter 2017 Pond Inspection Report and the 1St <br />Quarter 2017 Coal Waste Pile & Instrument Monitoring Report.
