Peabod
laq
Twentymile Coal, LLC
Ms. Tabetha Lynch, Environmental Protection Specialist
Division of Reclamation, Mining, and Safety
1313 Sherman Street, Room 215
Denver, Colorado 80203
(303) 866-3567 X 8147
29515 Routt County Road 27
Oak Creek, CO 80467
970.879.3800
April 13, 2017
RECEIVED
APR
17 2011
pivision of Redamafi0tâ–º,
Mining & safety
RE: Twentymile Coal, LLC - Foidel Creek Mine (Permit No. C-82-056), Minor Revision (MR17-307)
SWMD 1SW & WMD 12 -Left Thickener Underflow Boreholes, Pump Boost Station, and Pipelines
Dear Ms. Lynch:
Twentymile Coal, LLC (TC) requests CDRMS approval of a Minor Revision to our existing approved
Permit for construction, operation, and reclamation of two new Thickener Underflow (TUF) boreholes,
additional pipelines, a pump boost station, and associated ancillary equipment and facilities in the
Southwestern Mining District (SWMD) - Panel 1SW, and in the Western Mining District (WMD) - Panel
12 -Left. The new thickener underflow installations are needed both as backup for the current system, and
ultimately, to replace SWMD boreholes in 2SW and 3SW, which are currently being completed, if and
when either of these boreholes are no longer functional.
The recently completed 3SW borehole is currently being used to transfer thickener underflow to the
underground workings and drilling will be initiated soon for the 2SW borehole. Given, however, that the
condition of the underground workings in these areas is somewhat of an unknown and that the effective
life of any thickener underflow borehole is uncertain, TC is asking that this revision be initially permitted
as an emergency Minor Revision to allow construction of the borehole pads and road, drilling and casing
of the boreholes, and temporary surface placement of the pipelines. TC will th n follow-up with a
Technical Revision addressing these activities and burial of the pipelines.
The 1 SW Thickener Underflow Borehole installation will be located north of the mine facilities area and
northwest of the Union Cellular repeater tower that is located on top of the sandstone cliffs adjacent to
Routt County Road 27 (RCR27). Access to this site will utilize the existing ranch road currently used for
access to the Union Cellular tower off of the Fish Creek access road. Minor road improvements to
provide for year-round access will include limited grading, placement of water -bars and minor work on
the existing ditches, and placement of gravel surfacing materials. The 1SW Thickener Underflow
Borehole will extend from the surface into the sealed SWMD mine workings approximately 1,060 feet in
the 1SW Panel.
The 12 -Left Thidkener Underflow Borehole installation will be located Ion the north side of RCR27, east
of the intersection with Routt County Road 37. The pad will require access from RCR27, and TC has
applied to the County for the required "Driveway" permit. A 100 foot light -use road will be built from
the County road to the borehole pad. The 12 -Left Thickener Underflow Borehole will extend from the
surface into the sealed WMD mine workings approximately 1,260 feet in the 12 -Left Inby Panel.
