PERMIT #: M-2006-028 <br />INSPECTOR'S INITIALS: SIM <br />INSPECTION DATE: March 30, 2017 <br />OBSERVATIONS <br />This was a normal monitoring inspection of the Reynolds Pit; DRMS file No. M-2006-028 operated by Eldon <br />and Cornelia Reynolds. The site is currently being leased to Rocky Mountain Aggregates This is a 34.01 acre <br />112c mining operation located approximately 3 miles west of Delta, Colorado in Delta County. I, Stephanie <br />Mitchell of the Colorado Division of Reclamation, Mining and Safety (Division) conducted the inspection. <br />Eldon and Cornelia Reynolds accompanied me on the inspection. Zane from Rocky Mountain Aggregates <br />joined us halfway through the inspection. <br />The Mine Identification sign was at the entrance to the mine site in compliance per Rule 3.1.12 (2). The <br />permit boundaries were delineated by fencing and roads, except for the northern portion, where it daylights <br />to the Fedler pit. <br />The current disturbance is located in the northern portion of the permit area and is approximately 14 acres in <br />size, and moving to the west. The maximum disturbed acreage is 18 acres atone time. Topsoil has been <br />stripped and is stockpiled as a berm along the western part of the permit boundary of the site and is currently <br />being re -worked for reclamation. Some grading has been completed on the eastern edge of the permit <br />boundary. This slope is at a 3:1. <br />Both a 1000 and 2000 gallon fuel tanks are being stored with adequate secondary containment. <br />Stormwater and irrigation run off is managed through a ditch that was dug in the center of the permit area <br />and continues into the Fedler pit to the Northwest. Per the Mine Plan and the stormwater discharge permit <br />obtained with the Colorado Department of Public Health and Environment, the plan states that the <br />stormwater runoff will be directed by grading and/or perimeter ditches to the northwest corner of the <br />property. The Mine plan also states that the only water the Operator anticipates encountering is water <br />seeping into the pit from irrigation of adjacent fields during the summer months. A ditch around the base of <br />the highwall may be needed to direct any seepage to the northwest corner of the existing pit where it will <br />discharge into an existing irrigation waste water ditch. <br />All other activities and completed work at the time of inspection appeared to follow the guidelines and <br />regulations set forth by the state and in the mining and reclamation plans for the pit. <br />Responses to this inspection report should be directed to Stephanie Mitchell at the Division of Reclamation, <br />Mining and Safety, Grand Junction Field Office, 101 South 3rd Street, Room 301, Grand Junction, Colorado <br />81501, phone number (970) 242-5025. <br />Page 2 of 5 <br />
