The
technical revision reduces the total planned mining at the site. The Colona Pit consists of two
separate properties containing approximately 63.1 acres. The northern portion of the pit is owned
by Oldcastle SW Group, Inc. and the southern portion of the pit is currently owned by Brian
Walchle and John Kuijvenhoven. The southern portion was previously owned by Buster Jutten
who has since deceased and the family has sold the property to the above. For the ease of reference,
we will refer the northern property as the Oldcastle property and the southern property as the Jutten
property.
In November 2006 an Amendment to the original mining plan was submitted and ultimately
approved to allow mining of both properties approximately 30' deeper than the original mining
depth and into the water table creating two separate lakes, a 26.0 -acre lake on the Oldcastle
property and a 17.7 -acre lake on the Jutten property. Oldcastle will continue to mine the Oldcastle
property per the approved amendment. However, the new owners of the Jutten property want to
discontinue mining the Jutten property and have Oldcastle finish reclamation on their property.
Oldcastle proposes to backfill the remaining excavation of the previously planned lake on the
Jutten property. Currently the excavation bottom is at the elevation of the irrigation season water
table, roughly 6.5 feet above the static water table. In compliance with Rules 3.1.6(1)(a) and
6.3.30), Oldcastle will fill the excavation to a depth of 24 inches to ensure that there is no exposed
groundwater in the reclaimed condition. Oldcastle will then topsoil the area to a depth of 8 inches
with topsoil imported from Oldcastle's nearby Haldorson Pit.
The Haldorson Pit soil has been tested by Oldcastle for suitability, and determined that it will be a
suitable growth medium for the dryland seed mix to be used in the reclamation. The local Natural
Resource Conservation Office concurs with this assessment, and provided the following feedback
to Oldcastle:
