Timetable
Construction of the fines stockpile will begin in 2017. At current average fines
production rate, it will take seven years to produce the volume of the fines stockpile
structure at 100% build out. However, the construction of the fines stockpile will be a
dynamic process depending upon the sales of the fines for fill and sub-base compacted
base material. In addition, the development of additional uses for the fines materials may
change the actual timetable for stockpile capping and completion via re-vegetation.
Stockpile Start Date May 2017
Completion Date Estimate May 2024
Reclamation Cost Estimates
The present bond on the highwall portions of the property, which this structure will
essentially backfill, is several times per acre compared to the cost of transporting and
grading a planting medium at 12"depth, contour furrowing, seeding, and mulching. The
following are some pertinent facts to the site:
Volume (per acre)of planting medium to be applied:
12" equates to 43560 x I I0#/cu.ft. /2000#/ton=2396 tons per acre
These materials are located 500'or less north of the proposed stockpile location. They
will be transported to final location via haul truck at expected production rate of 350 TPH
estimated machine cost per acre to transport planting medium................ $2000.00
estimated cost/ac to finish grade, install contour furrows with dozer......... $350.00
estimated cost/ac to purchase seed mix per approved site mixture............ $280.00
estimated cost/ac to purchase mulch 40 each 50#bales (2000#/acre) ......... $240.00
estimated cost/ac of labor to install seed and mulch.............................. $600.00
Total Cost per acre to cap, grade, furrow, seed, mulch.............................. $3470.00
This estimate is less than one fourth of the highwall derived bond calculation in place for
the highwall zone acreage. For this reason, it is requested that no change in the overall
bond in place is required to implement this technical revision.
incerely,
S
Kenneth S.
