Mike Boulay <br />Director, Coal Mining Division <br />Division of Mining, Reclamation, and Safety <br />1313 Sherman St., Suite 215 <br />Denver, CO 80203 <br />(303) 866-3567 <br />Area(s) of Expertise and Subjects of Anticipated Testimony: Mr. Boulay, as the director <br />of the Coal Mining Division of the Colorado Division of Mining Reclamation & Safety <br />("DRMS") is an expert in coal mine reclamation, and the administration of permit <br />compliance in the completion of coal mine reclamation obligations. Mr. Boulay is <br />anticipated to provide testimony concerning his inspections, investigations, findings and <br />conclusions during DRMS' review of the SL -8 Application for the Roadside Portals <br />Mine, including, but not limited to the 2014 events described in his July 1, 2014 Report <br />concerning hydrologic communication observed at the Roadside Portals Mine, and the <br />DRMS's decision to require Snowcap Coal Company to investigate and repair that <br />communication as set forth in Attachment 16 to the SL -8 Proposed Decision and MR -82. <br />Moreover, Mr. Boulay previously served as the DRMS inspector for the Roadside Portals <br />Mine, including during the relevant periods of 2014 when the hydrologic communication <br />was documents and he may be asked to testify concerning the properties and layout of the <br />underground mine workings, the movement of water through those workings, the surface <br />and vegetative conditions of the affected lands, including their classification by DRMS <br />for reclamation purposes. Anticipated length of testimony (including cross-examination): <br />1.0 hours. <br />
