March 30, 2017 C-1981-019/Colowyo Coal Mine ZTT

Number of Partial Inspection this Fiscal Year: 7
Number of Complete Inspections this Fiscal Year: 3

Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13;
Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18:
The Prospect Pond was discharging during the time of the inspection. Discharge was measured at the 30” flume to
be approximately 0.1 or 0.28 cubic feet per second. The discharge was clear and no issues were observed. The
pond embankments were stable and well vegetated. Both primary and emergency spillways were in working order.

The Gulch A Pond held water but was not discharging. The pond was in good shape and no issues were observed.

The Streeter Pond was discharging and measured at the approximately 0.12. Visual inspection of the discharged
water was clear with no issues. The embankment was disturbed for an AML project along an adjacent area. The
embankment was reseeded and hay was spread over in 2016. Underneath the hay, vegetation is beginning the
sprout in the area. No issues were observed with the Prospect Pond.

The Stoker Pond was inspected. The pond was discharging during the inspection and was measured at
approximately 0.03 in the associated flume. No issues were observed.

Minor erosion was obs erved at the reclaimed administration building area. The erosion was minimal and was
contained to the area. A small rill formed along approximately 2/3 of the length of slope from the base of the
reclaimed area up. The rill was roughly 3-4 inches wide and deep at most in some sections. Small sediment
deposition occurred at the base of the reclaimed area where the slope lessened. Once the areas vegetation becomes
more mature, it is expected that the area will self -heal given experience of the area and the gentle slope of the
reclamation. No issues were observed.

Minor erosion located at the administration building reclamation area
