Kurtis Blunt and Angela Aalbers representing <br />Colowyo Coal Company (Colowyo) accompained the inspection. The weather was overcast with strong winds and <br />wet ground conditions. Access to the site was partially limited due to muddy ground conditions from seasonal <br />snow melt. Temperatures for the day were around fifty degrees fahrenheit. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br />All records are kept on site at the Colowyo Mine’s office building. Please see the Division’s Availability of <br />Records checklist at the end of this inspection report for more detailed information <br /> <br />BACKFILL and GRADING – Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilizatio n of Rills and Gullies 4.14.6: <br />Spoil was being backfilled along the eastern end of the South Taylor Pit. <br /> <br />Regrade work has begun for the 2017 West Pit Parcel located along the eastern end of the pit. One dozer was <br />actively shaping spoil to achieve post -mining topography. <br /> <br />EXPLOSIVES – Rule 4.08 <br />Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br />Explosives were set for a blast later that day along the southwestern end of the South Taylor Pit. The blast was set <br />to occur around 4 PM that day.
