Bond Release Application No. 10 (SL-10)

Dear Mr. Velarde:

Snowcap Coal Company, Inc has applied for a bond release at the Roadside Portals. The
bond release application was found complete by this Division on April 6, 2017. All review
and comment periods as provided in the Colorado Surface Coal Mining Reclamation Act and
the Regulations of the Colorado Mined Land Reclamation Board for Coal Mining initiate from
this date of filing.

Snowcap Coal Company is requesting final Phase III bond release on 4.0 acres located at the
Roadside North Portal area. These areas have been approved for an industrial post-mining land
use. The surface ownership is federal and private, and the coal mined was federal and private.

The underground coal mining operation is on land located approximately 5 miles North of
Palisade, Colorado. The permit area is further described as follows:

T10S, R98W, 6th PM Sections 26, 27, 28, 34, and 35; T11S, R98W, 6th PM Section 2 all in
Mesa County.

The above-mentioned tracts of land are shown on the following USGS 7.5 minute Quadrangle
map(s): Cameo.
