TRI-STATE GENERATION AND TRANSMISSION ASSOCIATION, INC.
HEADQUARTERS: P.O. BOX 33695 DENVER, COLORADO 80233-0695 303-452-6111
April 6, 2017
Mr. Brock Bowles
Environmental Protection Specialist
Colorado Division of Reclamation, Mining and Safety
1313 Sherman Street, Room 215
Denver, CO 80203
RE: New Horizon North Mine
Permit No. C-2010-089
MR -18 Adequacy Review
Dear Mr. Bowles:
Tri-State Generation & Transmission Association (Tri-State) has received your adequacy
review letter for MR -18, dated April 4, 2017 and provides the following responses to your
comments on behalf of the Elk Ridge Mining and Reclamation's New Horizon North Mine.
1) Tri-State submitted MR -18 to the Division as MR -17. A previous MR -17 was submitted by
Tri-State on June 14, 2016 and was subsequently withdrawn on July 20, 2016. To maintain
numerical consistency and prevent confusion, the Division renumbered the MR -17 submitted
on March 31, 2017 as MR -18.
Response: All reference to MR -17 in this application has been changed to MR -18.
2) On page 21 of Section 2.05.4(2)(e), a third seeding timeframe (April I to May 31) was added
for the dryland pasture post mining land use. Please add to the paragraph that this new
seeding time of April 1 to May 31 will only apply to the land that ERMR owns
(ERMR/Meehan).
Response: Page 21 has been revised to indicate that the new Dryland Pasture seeding time
frame of April to May 31 applies only to the ERMR-Meehan property.
Also included with this adequacy response package are materials revised in response to
your adequacy comments and a change of index sheet to ease incorporation of this material into
the permit document. If you have any questions regarding the enclosed adequacy review
responses, please contact Tony Tennyson at (970) 824-1232 or ttenn son(a),tristate .org.
Sincerely,
Daniel J.iraro, Senior Manager
Environmental Services
DJC:JS
Enclosures
AN EQUAL OPPORTUNITY/AFFIRMATIVE ACTION EMPLOYER
CRAIG STATION
ESCALANTE STATION
NUCLA STATION
P.O.
