that the primary post -mining land uses of rangeland/wildlife habitat meet the requirements
of Rule 4.16 (2.07.6(2)(1)).
14. Specific approvals have been granted or are proposed. These approvals are addressed in the
following section, Section B (2.07.6(2)(m)).
15. The Division finds that the activities proposed by the applicant would not affect the
continued existence of endangered or threatened species or result in the destruction or
adverse modification of their critical habitats (2.07.6(2)(n)). For additional discussion
please refer to Sections B, VIII (Revegetation) and X (Protection of Fish, Wildlife, and
Related Environmental Values).
16. Roads - Rule 4.03
The Seneca II -W Mine used three types of roads within the permit area. A number of
haul roads were used to haul coal from the pit to the Hayden Station. Eight roads have
been permitted to remain as permanent features: Access Road "A" that leads to the
permanent facilities area, the oil well road in the `B" Pit area, "G" road in the north pit,
"Ridgeline Access Road" which provides access to portions of the reclaimed area, "J"
road that provides access from the southern end of "A" road to pond 016, a portion of
"K" road that provides access the southern end of the permit and Pit 1, the access road to
Pond 009, and the access road to Pond 015. A number of existing light use roads are used
to gain access to monitoring facilities and reclamation areas. All roads within the permit
boundary are depicted on Exhibits 12-2 and 13-2, and are discussed in Tab 13.
A. Haul Roads
Previously approved haul roads in the mine area include the Mine Entrance Haul
Road (MEHR), and Roads A, G, H, I, J, K, and L. Mine Area haul roads are depicted
on Exhibits 12-2, and 13-2. As -built certifications for haul roads not within the
sediment control disturbed area, and the design plans for all haul roads, are presented
in Tab 13.
The applicant has proposed that haul road segments associated with the MEHR, and
Roads A, G, H, J, and K be retained in reduced configuration for post -mining ranch
roads, with other haul roads to be reclaimed to AOC and revegetated. Those road
segments that have been reduced to a 20 -foot travel width to replace pre-existing
ranch roads will be identified as access roads. The applicant has also proposed to
retain the Ridgeline Access Road, to connect Road G with proposed permanent road
segments in the reclaimed "A" Pit area and the South Extension Area, and the Oil
