Randall, Executive Director | Virginia Brannon, Director <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br /> <br /> <br />April 3, 2017 <br /> <br /> <br />Howard Strand <br />Office of Surface Mining <br />Western Region <br />1999 Broadway, Suite 3320 <br />Denver, CO 80202 <br /> <br /> <br />Re: Foidel Creek Mine (Permit No. C-1982-056) <br /> Technical Revision Application No. 87 (TR-87) <br /> Thickener Underflow Borehole and Pipeline <br /> <br /> <br />Dear Mr. Strand: <br /> <br />The Division of Reclamation, Mining and Safety hereby issues notice, in accordance with Title 34, <br />Article 33, Section 118, Paragraph 3, of the Colorado Revised Statutes, that on March 24, 2017, an <br />application to revise coal mining operations at the Foidel Creek Mine was considered complete for <br />the purposes of filing. All review and comment periods as provided in the Act and the Regulations <br />initiate from this date of filing. <br /> <br />The revision is to address water observed at the 9-Right and 10-Right seals. This water is <br />considered to be coming from the thickener underflow discharge in 8-Right due to a blockage in <br />the area of 8-Right . This revision proposes to shift the thickener underflow discharge to another <br />location. The proposed locations include: 1) A temporary measure to shift discharge to exisiting <br />approved 1MN Replacement Thickener Underflow Borehole. 2) As a backup plan, a previously <br />approved basin adjacent to Area 1 Pit be re-excavated. 3) As a longer-term solution, installing a <br />thickener underflow borehole and connecting pipeline from the exisiting thickener underflow <br />pipeline. The applicant is proposing additional surface disturbance outside of the area currently <br />approved for disturbance. <br /> <br />The underground coal mining operation is on land located approximately 23 miles Southwest of <br />Steamboat Springs, Colorado.
