IX. Truck Egress and Ingress Impact and Objection: <br />A. Background: Truck Egress and Ingress should be stipulated and required on Weld <br />County Road 23 only. <br />B. Ingress and Egress from Weld County Road 22 % should not be permitted. Currently the <br />NCCI team enters the Processing Plant Area from Weld County Road 22 %. All future <br />ingress and egress by mining personnel must be prevented and stipulated as a condition <br />of the applicants permit. <br />C. Necessary Mitigation: Signs indicating No Gravel Trucks and No Gravel Personnel Entry <br />must be posted in both directions at Weld County Road 22 % and similarly on Weld <br />County Road 25. <br />Finally, we are asking that the Division incorporate and stipulate the Necessary Mitigation identified <br />above and require that a two year ground water flow analysis and fugitive emissions analysis begin <br />immediately. Qualified professionals with an arm's length relationship are necessary to adequately <br />improve the applicants application an. Further, we respectfully ask that the Division stipulate as a <br />condition of the current application incorporating the Necessary Mitigation identified above into the <br />permit. We ask that the Division limit the mining to aggregate production denying an Asphalt / Concrete <br />Batching Plant Area. If a hearing is required to examine the many weaknesses of the applicant's <br />application please let us know how we might participate.
