March 22, 2017 C-1982-057/Seneca II -W Mine JDM <br />T-5 and 006 Gluch PM 1-A <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />Access roads throughout the site were in good condition. The ridgeline road was inaccessible traveling north from <br />the facilities area due to snow covered roads and was inaccessible traveling south due to a locked gate in which <br />Miranda Blomquist, representing the operator, did not have a combination. This locked gate should be accessible <br />to the operator in order to access this portion of the site. <br />Roadside ditches and culverts were in stable condition during the inspection. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The backfilled and regraded areas of the site were stable at the time of the inspection. No unstable or eroded <br />features were identified with the exception of what is noted in the Slides and Damage section of this report. <br />SLIDES and DAMAGE - Rule 4.12: <br />The south of Pond 006 slump showed no evidence of additional heavy movement towards the pond. Surface <br />cracks above and around the slump were observed with no evidence that the cracks are from recent spring runoff <br />and snowmelt. <br />- The Division understands that NWCC, an engineering consulting firm, evaluated the slump and provided <br />Seneca Property, LLC with a report outlines possible remedy actions. The Division has not received a copy <br />of this report or any revision regarding mitigation of the slump. <br />Number of Partial Inspection this Fiscal Year: 6 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 4 of 7 <br />
