F)l
15.The Kleinfelder report states that it is "valid for 3 years after report
issuance" (2008). This statement was not included in the Attachment
A report. Technical Revision 02 includes statement from HDR (dated
11/2016) that Technical Revision 2 "meets specifications outlined in
the 2008 report", but does not specifically mention anything about the
3-year validity date.
o It is not clear if the Kleinfelder analysis is still valid for the
proposed reclamation revision, or if the revision simply meets the
recommendations outlined by Kleinfelder.
Response:
The technical revision is revised to state that the conditions described in
the geotechnical report for the analyses performed and the conclusions
and recommendations presented still exist at the site and should remain
valid for the duration of the planned reclamation.
16. If the end land use for the site changes from rangeland, additional
stability evaluation work may be required, including stability analysis
of the entire slope as a whole.
Response:
The technical revision is revised to state that the premise of the
reclamation plan is no change in the end land use and that any changes
in the end land use would require additional evaluation and technical
revision.
We hope that the above responses satisfactorily address the concerns identified in
the Division's Adequacy Review No. 3. If there are still questions or unresolved
issues regarding the Technical Revision, please let us know and we would look
forward to meeting with the Division to resolve each of them.
Sincerely, MM
HDR
John Ballegeer ,
Project Manager
Cc: Connie Davis —Aggregate Industries-WCR, Inc.
hdrinc.com 2
1670 Broadway,Suite 3400,Denver,CO 80202-4824
(303)764-1520
