• COLORADO
Division of Reclamation,
i Mining and Safety
Department of Natural Resources
1313 Sherman Street, Room 215
Denver, CO 80203
March 15, 2017
Tony Tennyson
Colowyo Coal Company L.P.
5731 State Highway 13
Meeker, CO 81641
Re: Colowyo Coal Mine (Permit No. C-1981-019)
Technical Revision No. 110 (TR -110)
Second Adequacy Review
Dear Mr. Tennyson:
The Division has completed its reclamation cost estimate (RCE) associated with all
changes associated with Colowyo Coal Company L.P. (Colowyo), the Division has the
following comment:
1. The Division has performed a reclamation cost estimate for the disturbances associated with the
realignment of the Collom Haul Road, raw water pipeline, two new sediment ponds, access roads, and
topsoil stockpile. The Division has already calculated the bond for the majority of disturbances
discussed in TR -108 through previous revisions and the change in liability is for the additional
disturbances proposed under TR -108. The total value of this estimate is $2,218,125.05 (see attached
cost estimate). Included with the TR -108 RCE, is the cost breakdown for Exhibit 13C. The Exhibit
13C cost breakdown is not the change in liability associated with TR -108 but all tasks associated with
the exhibit. Additionally, it came to the Division's attention that regrade work had not been previously
calculated for spoil and topsoil for the Collom Haul Road and so the Division has included those costs
with the TR -108 RCE. The Division's cost estimate is consistent with previous cost estimates approved
by both the Division and Colowyo. The Division respectfully requests a response from Colowyo with
any questions regarding the cost estimate or an acceptance of the Division's estimate.
If you have any questions, feel free to contact me at any time.
Sincerely,
Zach Trujillo
Environmental Protection Specialist
o_ F' Colo
1313 Sherman Street, Room 215, Denver, C080203 P 303.866.3567 F 303.832.8106 http://mining.state.co.us
John W.
