New Horizon North Mine <br />2. Topsoil <br />During 2016, 6.4 acres were topsoiled. Please <br />during the report year and Table 2 for overall <br />mine. Additionally, please see Map 2 which <br />during the report year. <br />3. Seeding <br />see Table 1 for topsoil moved <br />topsoil stockpile balance for the <br />denotes the locations topsoiled <br />NHN permanently seeded or planted 8.2 acres of Dryland Pasture in 2016. Map 2 <br />shows the areas seeded in 2016. Attachment 1 contains documentation on <br />specific seed mixes utilized and a sample of the seed tags 2016. <br />See Section 2.05.4(2)(e) of the permit application package for seed mix information. <br />4. Soil Fertility Testing and Fertilizer Application <br />Fertilizing has not occurring; therefore, no Soil Fertility Testing occurred in 2016. <br />F. WILDLIFE MONITORING & MITIGATION <br />During 2016, topsoil and mining operations were within the 300 yard buffer zone of <br />active prairie dog colonies. To mitigate possible disturbance to burrowing owls a prairie <br />dog exterminator was enlisted to first bury all the open holes by hand shovel. Than —24 <br />hours later they would inject carbon monoxide to the reopened holes. In doing this the <br />only holes that would be open after this treatment would be active prairie dog holes. <br />Burrowing owls require abandoned prairie dog holes. These treatments were performed <br />March 7th, May 4th, and September 19th of 2016. <br />During 2016 a pair of Bald Eagles were observed building a nest on the northwest side of <br />the active pit by mine personnel. Tri-State Generation and Transmission Association, <br />Inc. completed an Annual Monitoring Report — Eagle Take Associated with but not the <br />Purpose of an Activity 2016 Annual Report Checklist. This checklist is required by the <br />U.S. Fish & Wildlife Service and is included at Attachment 3. <br />G. INTERIM REVEGETATION REPORT <br />Interim vegetation monitoring did not occur at NHN in 2016.
