(Tri-State), is the parent company to Axial <br />Basin Coal Company, which is the general partner to Colowyo Coal Company L.P. (Colowyo). Tri-State <br />received your adequacy response dated February 21, 2017, and is providing the adequacy responses below on <br />behalf of Colowyo. Colowyo operates under Permit No. C-1981-019. <br />1. As discussed, please provide an updated Map 25D. <br />Response: Map 25D has been included as discussed with the Division. Also, Map 25F has been <br />included with a revised design and disturbance boundary. The new design allows for full <br />reconstruction of Moffat County Road 51 north of the proposed elevated crossing while ensure an <br />adjacent culture resource site is avoided and protected. <br />2. Map IOC— Stream Buffer Zones provides location of the currently approved water gne however, it <br />doesn't show the proposed water line for the Collum area. Please update 10C— Stream Buffer Zones to <br />show the proposed water line from the Wilson Reservoir to the CoUom area. <br />Response: As discussed on the phone with the Division on February 27, 2017, Map l OC will not be <br />updated with the pipeline as requested. However, Map 21 has been updated to reflect the raw water <br />line from Wilson Reservoir to the Gossard Loadout area. Map 22B will retain the water line <br />alignment from the Gossard Loadout area to the Collom facilities area. <br />3. Proposed Map 22B — Structures and Facilities has been revised regarding facilities and disturbance <br />boundary. When reviewing the proposed Map 229 all buildings and associated facilities have been <br />removed from the map. It appears to the Division that this may have been an error. Please provide <br />an updated Map 22B — Structures and Facilities with facilities or further explanation on the changes <br />to the facilities if the provided Map 22B— Structures and Facilities is correct. <br />Response: Map 22B has been convected to show facilities as it should have shown during the initial <br />submittal of TR -108. <br />4. It appears to the Division that there wiU be direct access from the Collom Haul Road to Moffat <br />CountyRoad 51.
