We have assigned the renewal application OSMRE's <br />Administrative Records Management System number 16/12/07-33 and Project Number <br />UM.CO.0106.2101. The permit renewal application is submitted to continue operations pursuant to the <br />Code of Federal Regulations (CFR), Title 30, Subchapter E, Part 750, 773 and 774. <br />OSMRE has completed an initial review of GCC's permit renewal application and has determined <br />that your permit renewal application is Administratively Complete. <br />Your application is ready for review by the public and local, State, and Federal government agencies. In <br />accordance with federal regulation 30 CFR 774.15, applications for permit renewal "applications for <br />permit renewal shall be subject to the requirements of public notification and participation contained in 30 <br />CFR 773.6." As such, the renewal application provided a draft public notice for publication. As required, <br />you must now place an advertisement in a newspaper of general circulation in the locality of the King II <br />Mine. The advertised public notice must be published at least once a week for four consecutive weeks. <br />The public review and comment period will start when the first advertisement is published and will <br />continue until 30 days after the fourth advertisement is published. <br />However, GCC has informed OSMRE that a proposed permit revision is planned for submission to <br />OSMRE during February 2017. Given these circumstances, and in an effort to communicate with the <br />public clearly and efficiently, we recommend that the public notice include information associated with <br />both the permit renewal and the proposed permit revision. Once the permit revision is determined <br />administratively complete, public notification can commence in accordance with 30 CFR 773.6. <br />
