Tonya Hammond of Snowcap Coal Company
met the inspector on site and accompanied the inspection. The weather was dry and windy.
HYDROLOGIC BALANCE - Rule 4.05
Drainage Control 4.05.1, 4.05.2, 4.05.3; Stream Buffer Zones 4.05.18:
Coal creek was not flowing. Most of the mine area was dry, but residual snow patches were melting
making for damp localized areas. Ditches and drainage from the remaining areas appear functioning as designed.

ROADS – Rule 4.03
Drainage 4.03.1(4)/4.03.2(4)
Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6):
The roads throughout the mine permit were dry with no problems navigating them.

RECLAMATION SUCCESS - Rule 4.15, Rule 3:
The 3 areas on the west side of the Colorado River were inspected to observe progress of development of
the approved post-mining land-use. No development has begun on the reclaimed substation G. The vegetation in
this area is fine, with no erosional features or areas of concern. The remaining area on CRDA No.1 has not had
any development of the post-mining land use initiated as yet. The vegetation is in good condition with no bare
areas or signs of erosional features.

The west side of reclaimed Pond 11 shows evidence that construction has been initiated. The rock pile previously
stored alongside Coal Creek drainage has been excavated and used for construction in another location.
Construction of the shooting range continues outside of the current permit area boundary. A dozer and front end
loader were active on the site, grading the area for graduated distance “lanes”. Large rocks have been placed near
the county road to minimize unauthorized trespass onto the working area.
