Tonya Hammond of Snowcap Coal Company <br />met the inspector on site and accompanied the inspection. The weather was dry and windy. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Stream Buffer Zones 4.05.18: <br /> Coal creek was not flowing. Most of the mine area was dry, but residual snow patches were melting <br />making for damp localized areas. Ditches and drainage from the remaining areas appear functioning as designed. <br /> <br />ROADS – Rule 4.03 <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6): <br /> The roads throughout the mine permit were dry with no problems navigating them. <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br /> The 3 areas on the west side of the Colorado River were inspected to observe progress of development of <br />the approved post-mining land-use. No development has begun on the reclaimed substation G. The vegetation in <br />this area is fine, with no erosional features or areas of concern. The remaining area on CRDA No.1 has not had <br />any development of the post-mining land use initiated as yet. The vegetation is in good condition with no bare <br />areas or signs of erosional features. <br /> <br />The west side of reclaimed Pond 11 shows evidence that construction has been initiated. The rock pile previously <br />stored alongside Coal Creek drainage has been excavated and used for construction in another location. <br />Construction of the shooting range continues outside of the current permit area boundary. A dozer and front end <br />loader were active on the site, grading the area for graduated distance “lanes”. Large rocks have been placed near <br />the county road to minimize unauthorized trespass onto the working area. <br />
