(7) Coal Handling Structures <br />Coal Handling structures as identified on Map 2.05.3 -1, Mine Plan, are described in the <br />Operations Plan above. Coal was loaded on haul trucks by front end loader for transport to the <br />loadout or directly to New Elk Coal Company's preparation plant. If not trucked directly to the <br />preparation plant, coal was end - dumped at the loadout and reclaimed by front end loader to rail <br />cars for transfer to the preparation plant or direct shipment to customers. <br />(8) Coal Mine Waste and Non -Coal Processing Waste <br />When necessary, coal was processed at the existing permitted preparation plant under approved <br />DRMS Permit C- 1981 -012. <br />All waste oils and grease, waste paints and waste batteries were recycled when feasible. Waste <br />oils and grease and waste batteries were stored in the fuel storage area. The waste oils and grease <br />were periodically picked up by an oil recovery service and recycled or re- blended in accordance <br />with applicable state and federal guidelines. Waste paints and household type materials were <br />typically used in a timely manner, with little waste material remaining on site. However, waste <br />paints that were not completely used, if any, were recycled if possible through an approved <br />facility. Materials that could not be recycled were periodically logged and inventoried for off -site <br />disposal at an approved facility. <br />2.05.4 RECLAMATION PLAN <br />The surface mine was reclaimed as mining activities were complete. Reclamation activities <br />required a period of approximately four to five months, which included salvage and removal of <br />structures, backfill and grading, topsoiling and seeding. These activities are further described in <br />the sections below. <br />Backfilling and Grading <br />The reclamation plan resulted in the site being returned to approximate original contour. The <br />approximate post- mining topography is presented in Map 2.05.4 -1 and is supported by Figures <br />2.05.4 -1 through 2.05.4 -14c. Figures 2.05.4 -14d through 2.05.4 -14p illustrate designs for Fills <br />1 through 13, respectively. Some of the excess road cut material from the 2002 widening of <br />Colorado State Highway 12 was placed along the Jeff Canyon Haul Road. The areas where the <br />excess road cut material were placed are shown on the 2002 annual reclamation report map. This <br />material was stabilized and vegetated; however, it is not part of the Applicants coal mine permit <br />reclamation obligation and should not need to be shown on a permit map. <br />A4R 1'4 2.05 -40 Revised 08/23/12 <br />R.
