The <br />inspection was conducted aerially by Harry Ranney of the Colorado Division of Reclamation, Mining and Safety <br />(DRMS). Images were analyzed and the report prepared by me, Robin Reilley also of the DRMS. As this was an <br />aerial inspection, no Keenesburg Mine representative was present. Snow was present throughout the mine <br />operation. Main haul roads appeared snowy. No hydrologic or air quality issues were detected in the imagery. <br />The weather appeared clear. <br /> <br />ROADS Rule 4.03 <br />Construction 4.03.1(3), 4.03.2(3); Drainage 4.03.1(4), 4.03.2(4); Surfacing and Maintenance 4.03.1(5) and (6) <br />4.03.2(5) and (6). <br />o <br />o Although snow covered, roads in and around the facilities appeared in good condition and functioning <br />adequately. <br /> <br />HYDROLOGIC BALANCE- Rule 4.05General Requirements 4.05.1; Effluent Standards 4.05.2; Divergence and <br />Conveyance of Overland Flow 4.05.3; Diversions 4.05.4; Sediment Control Measures 4.05.5, 4.05.6; Discharge <br />Structures 4.05.7; Impoundments 4.05.9; Ground Water Monitoring4.05.13; Underground Mine Entry 4.05.10; <br />Surface and Ground Water Monitoring 4.05.13; Stream Buffer Zones 4.05.18: <br /> <br />o Sediment pond 2 and the dugout pond appeared to be holding a small amount of water or ice. <br /> <br />TOPSOIL - Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4), Storage and Protection 4.06.3, <br />Redistribution 4.06.4: <br />o No Erosional features on the top sand piles were observed. Overall top sand piles appeared stable <br />and shaped to an angle of repose.
