Exhibit J - 3/4 <br />1 am working with a property owner, Mr. George Otten, who has asked me to assist him in resolving some <br />compliance issues with his Colorado Division of Reclamation, Mining and Safety ("DRMS") reclamation <br />permit encompassing the Golden Gilpin mill site. <br />The Golden Gilpin Mill is located within the city limits of Black Hawk, Colorado in Gilpin County. The site is <br />an historic mill site, developed in the latter half of the 19th century, during the height of mining activity in <br />the district. Ores from mines the district were hauled to the site for processing using a combination of <br />methods, chiefly for the production of gold and silver. Lead, zinc and copper would have been produced as <br />secondary products. Generally, the ores were concentrated at the site and concentrate would have been <br />transported off site for further smelting and refining. The current building sits on the footprint of the Prize <br />Stamp Mill. The foundation of the Meade (Gunnell Gold Mining and Milling Company) Stamp Mill sits <br />proximal to the current building. Both of those facilities were serviced by the Gilpin Tramway and the <br />Colorado & Southern Railway. The current building was constructed around 1932 operated intermittently <br />thereafter. Purchased in the 1980's by Mr. George Otten Jr., the property received a permit from the <br />Colorado Department of Natural Resources in 3990 for mining/milling and reclamation. The permit and <br />reclamation plan approved then survives today, which Includes the post -reclamation existence of all <br />buildings and structures. All equipment in the building is operable (with minor repair) and is an excellent <br />example of a small plant from the early half of the last century. <br />The DRMS has unilaterally revised his reclamation plan to include demolition of the Golden Gilpin mill <br />structures. One of the factors that the DRMS will consider is historic significance of the buildings. Mr. Offen <br />and I believe that the completeness of the facility, along with its history and status as one of the last <br />surviving examples of historic milling should be preserved. Mr. Otten is also very interested in the post - <br />reclamation use of the building as an educational or tourist facility and we believe strongly that this is <br />consistent with the planning and zoning of the City of Blackhawk. <br />We have received your contact information from Dr. Forsyth, of the Gilpin Historical Society. <br />Any advice or suggestions you may have for us, regarding the preservation of this facility would be greatly <br />welcome. <br />Thanks, in advance. <br />Matt Collins, P.E., Q.P. <br />General Manager <br />3 <br />
