The construction material which is proposed to be imported is silty clay. The imported material will be used to help <br /> stabilize the reclaimed pit slopes. We are concerned placing 8 inches of topsoil on the clean, sandy slopes may result <br /> in loss of topsoil. The placement of the silty clay on top of the sand should help to stabilize the topsoil and prevent its <br /> loss, pending grass establishment. We believe placing several inches of the silty clay may not only improve adhesion <br /> of the placed topsoil, but will also add to the available plant growth material placed on the pit slopes. <br /> f. "a general engineering plan stating how the material will be placed and stabilized in a manner to avoid <br /> unacceptable settling and voids. <br /> Once a pit slope is at a 3H:1 V configuration,the slope will be disked, creating a rough surface to help bind the subsoil <br /> (imported backfill)to the sandy slope. After placement of the imported material,the slope will then be disked a <br /> second time in preparation for placement of topsoil. This practice should make for a more stable slope and an <br /> excellent seedbed for plant establishment. <br /> The pit slope areas will then be seeded and mulched per the existing reclamation plan. <br /> CERTIFICATION: <br /> We, Ed and Tracy Grimes,herby certify that the material proposed to be imported to the Dill Pit,File No. M2990-077, <br /> clean and inert as defined in Rule 1.1. (20). <br /> Rule: 1.2.(2), states clean and inert material is any material which is,"...non-water—soluble and non-putrescible solids <br /> together with such minor amounts and types of other materials, unless such materials are acid or toxic producing, as will <br /> not significantly affect the inert nature of such solids.
