"refuge" areas given the present population levels and relative low density of <br /> residents in northwest Colorado. <br /> Hunting is not allowed except with bow and arrow in the vicinity of active mining <br /> operations for safety reasons. <br /> 4.6.1.3 Harassment <br /> Harassment of wildlife is prevented to the extent practicable within the proposed <br /> mine plan area. Travel by all terrain vehicles (ATV's) on the area is minimized <br /> as much as practicable to avoid both harassment to wildlife and unnecessary sur- <br /> face disturbance. <br /> The critical periods when harassment may substantially harm wildlife are during <br /> elk calving, deer fawning, raptor nesting and during the mid-winter to early <br /> spring months when animals are in a weakened condition. As described in Section <br /> 2.4, field surveys indicate there is very little use of the proposed mine plan <br /> area for elk calving and only light to moderate use for deer fawning. <br /> Current human activities on the proposed mine plan area include: <br /> 1. Active mining <br /> 2. Hunting by permission during hunting seasons <br /> 3. Berry picking <br /> 4. Occasional hiking <br /> 5. Occasional snowmobiling, cross country skiing, sledding <br /> 6. Herding of sheep and cattle <br /> 7. Farming and access to farming areas <br /> 8. Access to private or leased property <br /> 9. Occasional collecting of firewood <br /> Of the nine uses listed, only four might coincide with critical periods for big <br /> game.
