16.Special Conditions COC-73222 <br /> I. Operation of portable asphalt batch could occur seasonally. Such activities will occur between <br /> spring and fall,at times of the day when temperatures are high enough to allow proper operation <br /> of the batch plant. The batch plant will be set up when a project(s)in the Gunnison area creates a <br /> demand for asphalt. There will be temporary storage of wage material during operation of the <br /> plant. Any waste material will be recycled in the next operating cycle. <br /> 2. Operation of concrete batch plant could occur seasonally. The batch plant will be set up when a <br /> project(s)in the Gunnison area creates a demand for concrete. <br /> 3. Operation of odw materials mixing,such as certified sewage sludge mixed with the fine material <br /> left after gravel crushing to create topsoil product,could also occur. This activity could occur <br /> outside of the"construction season"when the asphalt and/or concrete plants would be operating. <br /> There will be temporary storage of material during operation of the materials mixing. <br /> 4. Operation of any of the materials processing will occur no more than 180 days per year. The <br /> operating period will begin no earlier than May 16 and end no later than November 1%with most <br /> of the activity occurring between June and September. The materials processing will be primarily <br /> of gravel mined at the McCabe Lane gravel pit. However,depending on the variable quality and <br /> availability of the material at the pit and on the product specifications,material may need to be <br /> imported at some point in the firtrue. <br /> S. Operation of any or all of the authorized activities will be limited to no more than 2.0 acres <br /> (approximately 295 R by 295 ft.)at any one time.The authorized activities will occur on level, <br /> disturbed areas in the gravel pit. The activities will likely be set up in different locations at <br /> different times,depending on when the gravel mining,crusting,and storage authorized by <br /> mineral material sale contracts at the pit are occurring. The activities authorized by the land use <br /> permit/iesse will not be allowed to interfere with the gravel mining,crushing,and storage <br /> activities. <br /> 6. Annual Oncmdina Plan <br /> An annual operating plan(AOP)will be submitted to BLM by April 1 each year. The AOP will <br /> describe what activities the permittee is planning for that year. The plan must be approved by <br /> BLM prior to commencement of each year's operations. The plan would be updated as necessary <br /> throughout the year,i.e.if a new asphalt contract:would lead to additional operating time. <br /> 7. Rau*red Plans and Permits <br /> Prior to the begirming of any materials processing operations,the permittee and/or operator must <br /> provide copies of all current,approved plans and/or permits that are required by the State of <br /> Colorado and/or Gunnison County,including,but not limited to the following: <br /> • spill containment plan <br /> • storm water management plan <br /> • storm water discharge permit <br /> • emission control plan <br /> • dust control plan <br /> 8. Bond <br /> The permittee shall provide a bond in the amount of$14,270.00. This bond must be maintained <br /> in effect until equipment and materials have been removed from the permit area,and restoration <br /> �l.! <br />
