COLORADO <br />Parks and Wildlife <br />Department of Natural Resources <br />Northwest Regional Office <br />711 Independent Avenue <br />Grand Junction, CO 81505 <br />February 8, 2017 <br />Mr. Zach Trujillo <br />Colorado Division of Reclamation, Mining and Safety <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />RE: CPW's comments for the proposed modifications to the Collom Pit haul road (TR -108) <br />Dear Mr. Trujillo: <br />Thank you for giving Colorado Parks and Wildlife (CPW) the opportunity to provide comments <br />for the proposed modifications to the Collom Pit Haul Road Technical Revision No. 108 (TR - <br />108). <br />CPW has reviewed the application materials for this request, and it is our understanding that, <br />if approved and implemented, TR -108 will result in the realignment of the proposed water <br />pipeline from Wilson Reservoir, which will run adjacent to the existing water pipeline. In <br />addition, the implementation of TR -108 will result in the construction of a temporary <br />facilities area, the construction of two sediment ponds, and the construction of additional <br />access road segments to the Collum Pit haul road to support mine development. <br />CPW has worked collaboratively with the Colorado Office of Surface Mining Reclamation and <br />Enforcement (OSMRE) and Colowyo Mine to develop site-specific mitigation that will help <br />reduce, minimize or avoid impacts to wildlife and wildlife habitat associated with mining <br />operations in the project area. These mitigation practices have been documented via other <br />correspondence documents with OSMRE, and CPW believes that the proposed activities fall <br />within the scope of anticipated impacts that were considered and included in these <br />documents. CPW does not recommend any additional site-specific mitigation. <br />CPW appreciates the opportunity to provide comments for the proposed modifications to the <br />Collom Pit Haul Road Technical Revision No. 108.
