• Following purchase of the mine in 1985, EFCI proceeded with the following <br />in order to provide for stable production, safe and efficient operations, <br />increased coal recovery, consistent production levels, and reasonable <br />economic returns. <br />- Maintain ongoing production from three (3) continuous miner <br />sections in the Red Arrow and Jack O'Lantern Seams in order to <br />provide a blended product to meet buyer specifications. <br />- Modify the existing preparation plant to increase overall <br />recovery and maintain or reduce operating costs. <br />- Establish a long-term marketing plan to provide for consistent <br />coal demand at a rate of approximately 550,000 clean tons per <br />year. <br />- Develop comprehensive long range plans to identify future <br />• exploration, land acquisition, permitting and development <br />requirements. <br />- Revise and update existing permit documents to provide a <br />comprehensive, useable guideline for overall operations and <br />maintain an effective ongoing compliance record. <br />EFCI is currently operating under permitted plans submitted by Dorchester <br />and approved in August of 1984. While the five-year permit term has <br />expired, EFCI through timely application submittal for permit renewal, has <br />secured the right of successive renewal under Section 2.08.5 of the <br />Colorado Regulations. This permit revision application addresses EFCI's <br />planned mining and reclamation operations at the Southfield Mine for the <br />next successive permit term extending through August 1994 in detail and <br />presents general information on life-of-mine plans. <br />I J <br />3 <br />
