• EFCI plans to utilize direct replacement, or live topsoil handling where practical. Live <br />handled topsoil will be transported from topsoil recovery area and replaced directly on <br />regraded disturbance areas. This approach preserves beneficial biological and chemical <br />properties of the soil and takes advantage of plant propagules recovered with the soil during <br />removal as a primary of supplemental source for vegetative reestablishment. <br />In order to promote effective vegetative reestablishment, EFCI will sample and complete <br />laboratory analyses on the upper one (1) foot of replaced soil and other su~cial materials <br />prior to seeding. Objectives of sampling will be to identify any deficiencies in critical soil <br />nutrients and any potential salinity problems that could limit vegetative reestablishment. <br />Representative soil samples will be taken on 500-foot centers to obtain a bulk soil sample. <br />Total sampling depth will be one (1) foot with each sample collected and bagged separately. <br />As soon as samples are collected they will be placed in clean plastic sample bags, sealed, and <br />labeled. Soil samples will be analyzed for pH, texture, nitrate nitrogen, phosphorus, <br />potassium, calcium, magnesium, and sodium and SAR values will be calculated. If soil <br />analysis results indicate deficiencies of critical soil nutrients, EFCI will design and <br />implement a soil conditioning program in cooperation with and based upon the <br />recommendations of Colorado State University -Cooperative Extensive Service. The <br />CDMG will be notified of any salinity concerns identified. <br />Revegetation Plan <br />All existing and future disturbance within the Southfield mine and loadout areas will be <br />reclaimed to post-mining land uses of rangeland and wildlife habitat consistent with pre- <br />mining land use patterns.
