• Replacement depth in the Ponds 3 and 4 areas will average approximately 6
inches, consistent with removal depths in this area which were limited by
previous disturbance or contamination of topsoil resources. Similar to the mine
facilities area, regraded areas for Pond 3 and 4 will be ripped to a depth of two '
~•.
(2) to three (3) feet prior to topsoil replacement. Once the topsoil is placed, it
will not be disturbed through surface manipulations in order to avoid mixing soil
and overburden. Approximately 5,700 cy of soil material from Stockpiles M-3
and the Newlin Creek stockpile will be utilized for reclamation to the Pond 3 and !.
4 areas.
Topsoil was respread at the loadout during the initial reclamation activities.
Approximately 6 inches of topsoil was replaced on regraded areas from the two
existing topsoil stockpiles.
Soil replacement operations and associated volume are summarized by Tables
31a and 31b, Topsoil Handling Plan, presented in Section 2.05.3, Operations
Plan-Permit Area.

With the exception of those areas previously discussed, where topsoil
replacement thickness will be limited and deep ripping will be utilized to
enhance ground conditions for revegetation, topsoil replacement activities will
generally be uniform. Prior to topsoil replacement, regraded areas left in a
roughened condition will be ripped to a depth of approximately one (1) to two
(2) feet to alleviate compaction. Topsoil will then be replaced utilizing either
tractor scrapers or wheel loaders, trucks and tracked dozers to place and
spread topsoil material to a uniform depth. To date, EFCI has relied upon
operator judgement to control soil replacement depth. This approach has
proven successfulwith operatorconservatism generally resulting in replacement
depths slightly above design requirements.

2.05.4-15a Revised sr~2/9~
Minor Revision No. 34
