2.03.7 RELATIONSHIP TO AREA DESIGNATED UNSUITABLE FOR MINING <br /> The permit area at the mine site is not within any known area designated unsuitable for <br /> surface mining activities as defined by Rule 7 of the Colorado Division of Minerals and <br /> Geology Regulations or 30 CFR 764 and 765, nor is any portion of the permit area known <br /> to be under study for designation in an administrative proceeding under Rule 7 or 30 CFR <br /> 764 and 765. <br /> 2.03.8 PERMIT TERM INFORMATION <br /> The Southfield Mine is in reclamation only status since operations permanently ceased in <br /> 2000. EFCI commenced reclamation activities at the mine site in 2001, demolishing <br /> surface facilities and sealing mine openings. By 2003, backfilling, regrading, and topsoil <br /> replacement was completed according to plans approved by the DRMS. Permanent <br /> seeding was completed on all reclaimed areas by October, 2003. The coal loadout site <br /> located near Florence, Colorado, was similarly reclaimed in 1997, including permanent <br /> seeding completed during the same year, then again in 1999. <br /> The current permit application is approved for a 5-year term: July 30, 2014 through July <br /> 30, 2019. <br /> 2.03.9 PERSONAL INJURY AND PROPERTY DAMAGE INSURANCE INFORMATION <br /> A current certificate of insurance has been filed with the Division and a copy is included <br /> within this application as Exhibit 3, Certificate of Insurance, as evidence that EFCI has a <br /> public liability insurance policy in force for the Southfield Mine. The insurance policy <br /> meets regulatory requirements for minimum coverage, will be maintained in full force <br /> during the permit term and all subsequent renewals, and includes a rider ensuring <br /> notification to the Division of any termination or substantive changes in the policy. <br /> 2.03 - 39 <br /> TR-47 Revised August 2016 <br />
