(3) All surface areas of the affected land, including spoil piles shall be stabilized
and protected so as to effectively control erosion:
3.1.7 Ground Water—Specific Requirements: All surface areas of the affected land will
be stabilized and protected so as to effectively control erosion. Any overburden will be
placed within the confines of the mined out pit. The pit floor is generally flat, retarding
runoff. All topsoil piles, if not added to or used within two years, will be seeded with the
previously approved topsoil stabilization seed mix.
Ground water is discussed in Exhibit"G".
3.1.8 Wildlife:
(1) All aspects of the mining and reclamation plan shall take into account the
safety and protection of wildlife on the mine site, and all associated facilities with
special attention given to critical periods for wildlife:
Wildlife use during active mining is not anticipated. Regardless, the Operator will consider
the safety and protection of any wildlife entering the site during mining and reclamation
operations. Finally, no described critical periods or species of concern are known by
Applicant/Operator or landowner.
(2) Creation of wildlife habitat and management:
The reclamation plan anticipates returning the site to rangeland. In addition, if any rock
highwalls are left at the conclusion of mining, consideration will be given to leave some or
all such highwalls for use by wildlife. However, the landowner wants to retain most, if not
all, of the mined area as rangeland for grazing domestic livestock.
3.1.9 Topsoil salvage,storage and replacement:
(1) Protection of topsoil:
Topsoil necessary for site reclamation will be removed and placed in stockpiles prior to
mining and removal of any overburden. The upper 4 inches of soil unit Sa is the mineable
resource. It appears the clay loam beneath this mineable unit is suitable as a plant growth
material. Therefore, it will be left in place for reclamation. Topsoil removed from other
soil units will be protected by placing into topsoil stockpiles which will be out of
drainageways, and away from active mining areas. As stated above, where topsoil
stockpiles will not be disturbed for at least two years, the topsoil stockpiles will be seeded
with the already approved topsoil pile seed mix,rye grass.
(2) Wood vegetation shall be removed:
The site is a grassland community with little or no woody vegetation.
37
