vii. Road-surfacing materials that are incompatible with the postmining land use and <br /> revegetation requirements will be removed and disposed of in appropriate disposal areas. <br /> Access Roads <br /> There is one road at the NHN Mine that will be frequently traveled or used for purposes other <br /> than transportation of coal, spoil or coal mine waste, which meets the criteria of access road as <br /> defined in Section 1.04. See Map 2.05.3(3)-3 for detail on road alignment and profiles for access <br /> roads. The name of the road which will be utilized is the South Access Road. A portion of the <br /> access road is located within 100 feet of a Montrose County road right-of-way. As required by <br /> DRMS regulations,NHN requested a waiver from Montrose County to disturb within 100 feet of <br /> the County right-of-way. Montrose County has granted such a waiver limiting the disturbance to <br /> within 25 feet of rights-of-way as a part of the Special Use Permit. <br /> General Requirements NHN will ensure that the construction, maintenance, and postmining <br /> conditions of access roads into and across the site of operations will control or prevent erosion <br /> and siltation,pollution of air or water, and damage to public or private property. The <br /> construction of access roads not within the disturbed area in accordance with 4.05.2(4) will be <br /> certified in a report to the Division by a qualified registered professional engineer, except as <br /> provided for in Rule 4.03.2(1)(f)(ii). The certification report will be submitted to the Division <br /> upon completion of any construction and will indicate that the road has been constructed as <br /> designed and in accordance with the approved plan. All access roads will be removed and the <br /> land affected reclaimed in accordance with the requirements of 4.03.2(7)unless retention of the <br /> road is approved as part of the approved postmining land use and complies with all applicable <br /> performance standards and the landowner requests to the Division in writing, that the road or <br /> certain parts thereof are to be left open for further use. <br /> Design and Construction Access roads not within the disturbed area in accordance with <br /> 4.05.2(4) will be designed and constructed in compliance with the following standards in order to <br /> control erosion and disturbance of the hydrologic balance. A continuous grade with excessive <br /> cuts or embankments will be avoided. Changes of grade will be made to conform as closely as <br /> possible to the existing terrain and maximum road grades will be as follows: The overall grade <br /> will not be steeper than l Oh:Iv(10 percent); The pitch grade will not be steeper than 6.5h:1v(15 <br /> percent) for any consecutive 1,000 feet; The pitch grade exceeding 15 percent will not be longer <br /> than 300 feet within any consecutive 1,000 feet. Access roads will have horizontal alignment as <br /> consistent with the existing natural topography as possible and will provide the alignment <br /> required to meet the performance standards of 4.03.2. Horizontal and vertical alignment will be <br /> coordinated to ensure that the road will not cause environmental damage. Road widths will be <br /> appropriate for the anticipated volume of traffic and the nature and speed of vehicles to be used. <br /> Cut slopes will not be steeper than 1.5h:Iv in unconsolidated materials or 0.25h:1v in rock, <br /> except that steeper slopes may be specifically authorized by the Division if geotechnical analysis <br /> Section 2.05.3(3) Page 9 April 2016 (PR-01) <br />
