DIVISION"or- r,'FCL4MAT10N <br /> ✓3 Violations: MV: MINING&SAFETy <br /> January 27, 2017 1995-067, 2006-054 & 2016-056 <br /> RE: M1990-041,Request for Technical Revision (TR-3),Mill Structure <br /> Dear Mr. Cunningham, <br /> In response to the Colorado Division of Reclamation,Mining and Safety("DRMS") letter of <br /> November 22, 2016, Central City Consolidated Mining Company hereby submits and requests approval <br /> for a Technical Revision to DRMS permit number M1990-041 regarding the Golden Gilpin Mill, all <br /> buildings and ancillary structures and their existence post-reclamation. <br /> Your letter specifically stated that "...you may submit a Technical Revision to demonstrate that the mill <br /> building is in conformance with local zoning ordinances and to demonstrate that the building has been <br /> designated as a historical structure by the State Historic Preservation Office. Upon demonstration that <br /> the mill building can remain after the life of the mine, the Division will reevaluate the financial <br /> warranty estimate". <br /> We respectfully submit the enclosed Technical Revision regarding the mill building which includes <br /> verification from the City of Blackhawk, within which the mill resides,that the building is in <br /> conformance with local zoning ordinances. We also submit verification regarding the historic nature of <br /> the structure(s). Upon researching the designation of historical structures,we find that, although the <br /> Golden Gilpin mill building is not specifically listed, it is included within the Central City-Black Hawk <br /> Historic District, a site listed in the United States Department of the Interior National Register of <br /> Historic Places. It is very common for buildings and sites to be considered"contributing"to the <br /> character and heritage of the larger district but NOT be individually listed. We provide the Registration <br /> Form for the original listing and reference specific language within the document that makes clear,the <br /> inclusion of the Golden Gilpin mill site as"contributing"to and a valuable part of the Central City- <br /> Black Hawk Historic District. <br /> Please note that there was nearly one month's time from submittal of the request(application) on <br /> December 14, 2016 to the City of Black Hawk until we received their response on January 13, 2017. <br /> We hope that this will not affect the Division's ability to reevaluate the financial warranty estimate <br /> prior to the enforcement date set by the Mined Land Reclamation Board. <br /> 1 of 2 <br />
