Bill Bear <br />Page 2 <br />1/30/2017 <br />Associates on October 17, 2016. The report states that there were no signs of instability, <br />structural weakness or hazardous conditions at the piles. The observations made by J.E. Stover <br />and Associates reflects the observations made by the Division during on-site inspections. A total <br />of 20,353 tons of waste coal were placed on Gob Pile #2 during the 41h quarter. It is estimated <br />that 100% was distributed to the #2 pile. During the 4th quarter 11 compaction tests were <br />performed on Gob Pile #2. There were no compaction tests conducted on Gob Pile #3. <br />Compaction tests were performed on November 15, 2016. All of the compaction tests were <br />above the 90% maximum dry density standard (Rule 4.10.1(3)(b)). There are three inclinometers <br />installed in the lowermost bench of Gob Pile #2. Measurements of these inclinometers are taken <br />quarterly. The 4'h quarter results indicate that no significant movement occurred. There are 5 <br />vibrating wire piezometers (VWP) installed at Gob Pile #2 and 5 installed at Gob Pile #3. VWP- <br />06 and VWP-08 both showed a slight decrease in pore pressure since the 2nd quarter. <br />A letter sent to Bowie Resources, LLC (BRL) on April 10, 2014 from the Division directed BRL <br />to increase the monitoring frequency from quarterly to monthly. In a letter dated April 11, 2014, <br />BRL committed to increasing the monitoring frequency. Monthly monitoring was conducted <br />through October of 2014 and an additional; quarterly reading was taken on January 6, 2015. On <br />February 10, 2015 the Division approved BRL to monitor once per quarter through the in quarter <br />of 2016. The Division will continue to review the quarterly data and determine if BRL should <br />return to monthly monitoring of VWP-06 and VWP-08. <br />This concludes the Division's review of the 0 Quarter 2016 Pond Inspection Report and the 4`h <br />Quarter 2016 Coal Waste Pile & Instrument Monitoring Report.
