dikes, riprap, check dams, mulches, vegetation sediment filters, and other measures that reduce
overland flow velocity, reduce runoff volume, or trap sediment. Drainage ditches will be placed
at the toe of all cut slopes formed by the construction of haul roads. The road surface will be
designed and constructed to prevent ponding of water, to provide erosion control and to provide
road surface stability. Culverts will be designed to safely pass the 10 -year, 24-hour precipitation
event without a head of water at the entrance unless suitable protection against erosion or fill
saturation is in place at the entrance and exit of the culvert. Culverts will be designed,
constructed, and maintained to sustain the vertical soil pressure, the passive resistance of the
foundation, and the weight of vehicles to be used. Drainage pipes and culverts will be
constructed to avoid plugging or collapse and erosion at inlets and outlets. All culverts will be
covered by compacted fill to a minimum depth of 1 foot.
Surfacing Haul roads will be surfaced with rock, crushed gravel, asphalt, or other material
approved by the Division as sufficiently durable for the anticipated volume of traffic and weight
and speed of vehicles to be used. Acid- or toxic -forming substances will not be used in haul road
surfacing.
Maintenance Haul roads will be maintained in such a manner that the required or approved
design standards are met throughout the life of the entire transportation facility including surface,
shoulders, parking and side areas, approach structures, erosion control devices and cut -and -fill
sections. Haul road maintenance will include repairs to the road surface, blading, filling of
potholes, and replacement of the road surface. It will include revegetation, brush removal,
watering for dust control, and minor reconstruction of road segments as necessary. Other
commercial products may be utilized for fugitive dust control and will be applied according to
manufacturer recommendation. A road damaged by a catastrophic event, such as a flood or
earthquake, will be repaired as soon as it is practicable after the damage has occurred.
Reclamation Unless the Division approves retention of haul roads as suitable for the approved
postmining land use, immediately after the road is no longer needed for operations, reclamation,
or monitoring:
i. The road will be closed to vehicular traffic;
ii. All culverts will be removed;
iii. Roadbeds will be ripped or plowed;
iv. Fill slopes will be rounded or reduced and shaped to conform the site to adjacent terrain
and to meet natural -drainage restoration standards;
V. Cut slopes will be shaped to blend with the natural contour;
vi. The regraded area will be covered with topsoil in accordance with 4.06.4(2) and
revegetated in accordance with 4.15;
Section 2.05.3(3) Page 8 April 2016 (PR -01)
