Domestic Water A water well has been installed at the New Horizon North Mine and can be
seen on Map 2.05.3(3)-1. This well will be plugged during final reclamation efforts. Completion
and reclamation diagrams can be found in Appendix 2.05.3(3)-2 along with the well test report.
Solid Wastes Solid waste will be picked up by the local waste disposal contractor for disposal in
the Montrose County Sanitary Landfill. The landfill is privately owned and operates under the
regulations mandated by the State of Colorado and Montrose County. Solid wastes not suitable
for disposal at the landfill will be transported to and disposed of in suitable, licensed facilities
under the applicable Federal and State regulations. When practicable, solid wastes will be
separated for recycling.
Fuel Storage Two above -ground fuel tanks will be used for diesel storage. The diesel tanks will
be located at the fuel dock proximal to the equipment ready line to facilitate fueling for trucks
and loaders. The tanks will be will be protected from spills by being double walled or being
surrounded by earthen, concrete, or HDPE lined structures. A Spill Prevention, Control, and
Countermeasures (SPCC) Plan has been developed for the New Horizon North Mine to provide
requirements for spill prevention, preparedness, and response. A copy of the SPCC Plan will be
maintained at the New Horizon Mine Office.
Coal Handling Structures The NHN Mine has no coal handling structures. The coal from the
mine pit is hauled in highway trucks to the power plant for processing and use.
Support Facilities and Utility Installations All support facilities used in connection with the
operation of the mine, including but not limited to, mine buildings, equipment storage facilities,
sheds, shops and other buildings will be designed, constructed or reconstructed and located to
minimize or control erosion and siltation, water pollution and damage to public or private
property.
Surface and Subsurface Man -Made Features Map 2.05.3(3)-2 shows surface and subsurface
man-made features within, passing through, or passing over the permit area. Topsoil and
overburden stockpiles information is given in Section 2.05.4.
The 2nd Park Lateral Irrigation Pipeline location is shown on Map 2.04.7-9. The pipeline is
located outside the ditches for Pond NHN-001 and outside of active mining disturbance for the
NHN Mine. During activities located close to the pipeline, NHN will exercise care to minimize
damage or disruption to service in accordance with Rules 4.04(5) and (6). At mine road crossings
the pipeline is buried for protection. The Pond NHN-001 ditches serve as a barrier between the
pipeline and active mining disturbance, providing limited access to the pipeline. Finally, blasting
activities will be a sufficient distance away such that they will not adversely affect the pipeline.
Section 2.05.3(3) Page 4 April 2016 (PR -01)
