PERMIT#:M-1997-015 <br /> INSPECTOR'S INITIALS: ECS <br /> INSPECTION DATE:January 25,2017 <br /> OBSERVATIONS <br /> This was a pre-operation inspection for AM02 to the 112c Elrick Pit permitted by Washington County. The <br /> inspection was conducted by Eric Scott of DRMS who met Washington County representative Jason Lockhart <br /> and permitting consultant Randy Schaffer on-site at approximately 10:30 on January 25, 2017. <br /> The Elrick Pit is currently permitted as a dry, 51.7 acre, 112c permit. Washington County is currently under a <br /> Mined Land Reclamation Board (MLRB) consent order to amend the permit to include additional unpermitted <br /> disturbed area(s) identified by DRMS during the June 1, 2016 inspection. Permit amendment (AM02) was <br /> submitted to DRMS on January 3, 2017, but it has been deemed incomplete at this time. The current and <br /> proposed post-mining land use for all permitted areas is rangeland. The notice of proposed amendment to <br /> the mining operation was observed at the new access road to the site, however the mine identification sign <br /> will also need to be moved/replaced to the new access location. <br /> The focus of this inspection was to verify the current existing site conditions and previously disturbed areas, as <br /> well as to discuss with the permittee the most reasonable and appropriate permit boundary for inclusion in <br /> AM02. Washington County expressed a desire to release all permitted areas located north of Highway 34 <br /> after AM02 is approved. DRMS noted that, with the exception of the currently active mining area, all <br /> previously disturbed areas within the existing and proposed permit area have been adequately reclaimed and <br /> revegetated to a releasable condition. <br /> Washington County will need to determine the appropriate permit boundary for submittal of AM02 as <br /> discussed during this inspection and provide DRMS with GPS coordinates to define the new proposed permit <br /> area before AM02 can be approved. <br /> No other issues were noted during this inspection, however, DRMS would like to remind Washington County <br /> at this time to be very aware of mining activity progress immediately adjacent to the intermittent creek bed. <br /> Care should be taken to keep all activity above the elevation of the current creek bed to avoid capture of <br /> runoff during storm events, or possible permanent capture of the creek. <br /> Inspection Contact Address <br /> Jason Lockhard <br /> Washington County <br /> 501 4th Ave. <br /> Otis,CO 80743 <br /> Page 2 of 2 <br />
